For both wizarding wars, there was always an Order of the Phoenix. When Voldemort first came to power, long before the days of Harry Potter, Dumbledore put together a team of talented wizards, witches and Aurors to fight back. Quite a few of these names were back to fight again when Voldemort returned, but sadly, not all of them.
